Students Union

There shall be a students' Union in the college meant for +3 students. The Union shall represent the opinion of the +3 Degree students of Savitri Women's College.

Function

(i) To promote co-ordination and discipline among the students in a democratic way.

(ii) To organise academic discussion, debate, symposia on subjects of literary and cultural interests on national and international problems.

(iii) To invite persons of eminence to address the Union and to hold cultural functions.

Membership

Every bonafide +3 students of the college is a member of the Union and is eligible to take part in the college election.

Executive Body

There shall be an Executive Body of the Students' Union consisting of the following office Bearers duely elected.

a) President, b) Vice-President, c) Secretary, d) Asst. Secretary, e) One representative from each class.

(a) President : Any bonafide student of the +3 class is eligible to contest for the post of president of the Union. The President shall preside over all the meetings of the Executive Body and also extra-ordinary meetings of the Union. She shall be responsible for maintaining order and interpretation of rules in all meetings. However, in interpreting rules she should take the advice of the Advisor.

(b) Vice-President : Any bonafide student of the +3 class is eligible to contest for the post of vice-president of the Union. In the absence of the president the vice-president shall assume all the rights of the president and also discharge the duties of the president.

(c) Secretary : Any bonafide student of +3 class is eligible to contest for the post of Secretary of the Union. The secretary is the executive officer of the Union. She shall give notices of all ordinary and extra-ordinary meetings with prior consultation with the Advisor and the president. She shall record the minutes of the meetings of the Union. The secretary shall make a written request to the principal through the Advisor for sanction of any amount from the Union head as per the budget passed by the Executive Body. The Secretary is liable to submit the accounts of the expenditure made by the Union before the Principal. The secretary shall be accountable for the property and records of the Union office and shall hand over the lock and key with detail charges of the Union office to the Advisor before +3 University Examination.

(d) Asst. Secretary : Any bonafide student of the +3 class is eligible to contest for the post of Asst-Secretary of the Union. The Asst-Secretary will discharge the duties of the Secretary in her absence.

Functions of the Executive Body :

i) To draw up the programme of the Union for the entire session.

ii) To prepare the Union Budget for the session at the first meeting of the Executive Body.

iii) To undertake such other activities as per the advice of the Advisor and approval of the Principal.

Meetings of the Executive Body

i) An ordinary meeting of the Executive Body may be called by the Secretary in consultation with the Advisor and the president. Notice of such a meeting with date, time & place and agenda shall be given to the members by the Secretary at least 48 hours before the commencement of the meeting.

ii) Meeting of the Executive Body shall be presided over by the president.

iii) The meeting of the Executive Body can not be conducted without the presence of Advisor/ Associate Advisor or his nominee.

iv) One-Third of the Executive Body shall constitute the quorum

v) The proceedings of the meeting shall be maintained by the Secretary and a copy thereof shall be communicated by the secretary to the principal through the Advisor within two days for approval.

An extra-ordinary meeting of the Executive Body can be convened by the principal at any time.

Advisory Board

The Advisory Board consisting of the Advisor and Associate Advisors, nominated by the principal for one academic year from among the Teaching Staff only, shall advise and guide the students' Union in all matters. However, in case of any dispute, the decission of the principal is final.

The Advisor shall be present at all meetings of the Union. He will draw the money on written request of the Secretary addressed to the Principal and will be responsible to the accounts. In the absence of the Advisor, the Associate Advisor, nominated by the principal, will discharge all duties of the Advisor.

2. +2 Cultural Association

There shall be a Cultural Association for +2 students only (Arts & Science). All +2 (Arts & Science) bonafide students are the members of this Association and are eligible to contest and vote for various offices of the Association. The aim of this Association is to promote a sense of fellow feeling, Unity, discipline, academic & Cultural interest and also to develop a sense of National Unity & Integrity among the +2 Students in most democratic manner through various competitions, meetings, seminar, debate, Drama and other Cultural activities etc. The Association may invite eminent personalities and Educationists for that purpose.

There shall be an Executive Body consisting of the Principal as the ex-officio President, a nominee of the Principal from among the Teaching staff as Vice-President and few other members of the Teaching staff as Associate Vice-President. There shall be a Secretary, an Asst. Secretary and four class representatives (One representive from each class, i.e, from +2 Ist Yr. Arts, +2 IInd Yr. Arts, +2 Ist Yr. Sc. & +2 IInd Yr. Sc.) who will be elected by +2 students only. The secretary, Asst. Secretary and the Representatives will hold their office for one academic year only.

The function of the Executive Body is to prepare the programme of the activities to be executed and also the budget. The meeting of the Executive Body can't be conducted without the Vice- President or his/her associates. Normally, the Vice- President presides over the meeting of the Executive Body. But in his/her absence the senior most associate of the Vice-President may also preside over the meeting. 50 % members of the Executive Body shall form the quorum. Principal's decision is final in all matters of dispute and doubt. On written request of the Secretary addressed to the Principal, the Vice-President receives the money form the Principal to meet all the expenditure of the Association.

The Secretary shall record and preserve the minutes of the Association and shall be responsible to the Principal through the Vice-President with regard to all financial matters. The Secretary shall organize all functions in mutual cooperation with the Asst. Secretary and the representatives. She shall convene the Executive Body meeting in consultation with the Vice-President and the notice shall be given 48 hours before the meeting. The secretary shall hand over detail charges to the Vice-President 15 days before the commencement of Annual Examination. The Asst. Secretary will assist the Secretary in all matters and discharge the duties of the Secretary in her absence.

3) Athletic Association :

There shall be an Athletic Association in the College for both +2 and +3 Students. The Athletic Association shall have a separate Executive Committee with Principal as the ex-officio President, a nominee of the Principal from among the Teaching Staff as the Vice-President and few other Teaching staff as Associates of the Vice-President. There shall be one Secretary from the +3 Stream and one joint Secretary from +2 stream who will be elected by the +3 and +2 Students respectively. There shall be three representatives from the +3 stream (one from each class) and four representatives from +2 stream (one from each class). The representatives will be elected by the students of their own class. The Vice-President will preside over all the meetings of the Executive Committee.

The aim of the Athletic Association is to promote the athletic spirit of the students through games & sports and to prepare good athletes. The Association shall conduct the Annual Athletic Meet of the College every year. On written request of the Secretary addressed to the Principal, the Vice-President will draw the amount to meet the expenditure of the Association and shall be accountable for that expenditure. The Principal shall be the final authority in all matters related to the Association.

4) Dramatic Association

There shall be a Dramatic Association in the college both +2 and +3 students. The Dramatic Association shall have a separate Executive Committee with Principal as the Ex-officio President, a nominee of the Principal from among the Teaching staff as the Vice-president and few other members of the teaching staff as Associates of the Vice-President. There shall be one secretary from +3 stream and one joint secretary from +2 stream who will be elected by the +3 and +2 students respectively. There shall be seven representatives one from each class of +2 (Arts & Sc.) and +3 Stream. All representatives will be elected by their class-mates of each class.

5. Magazine Committee

There shall be a Magazine Committee in the college both for +2 & +3. This committee shall be consisting of an Editorial Board niminated by the Principal with the lather as the ex-officio president. There shall be the class representatives in the committee one from each class elected by the students of their own classes.

The aims and objectives of the magazine are to improve the literary talent among the students. Standard articles given by the students are selected by the Editorial Board. Only one article of a student is selected for publication. Articles given by the employees are also selected for printing.

College Election

i) The College election for different offices of the Students' Union, +2 Cultural Association, Athletic Association shall be held for the running academic session.

ii) The Principal may notify a date for the College election in accordance to the Govt. instruction issued every year.

iii) The Principal reserves the right to with - hold election if he is convinced that holding election is detrimental to the general interest of the institution.

iv) The Principal shall notify all "Rules of conduct" of election for the information of the students at least 15 days before the date of election.

v) All Students shall abide by such Rules of election.

vi) The detailed "Election Programme" shall be notified by the Principal on the day as specified in the Govt. order.

vii) The Election Committee appointed by the Principal will conduct the election as per the guidelines issued by the Govt., notified by the Principal.

viii) Nomination to the election of office bearers, duely proposed and seconded by the bonafide Students of the College for the running academic session, should reach the Principal on the scheduled date as per the "Election Programme"

ix) The scrutiny of nomination shall be made on the very day of nomination and the list of contesting candidates shall be notified by the Principal on the same day.

x) Withdrawal of nominations and the final list of contesting candidates shall be notified on the scheduled date as per the "Election Programme".

xi) One can't contest for more than one office.

xii) The polling shall be made by secret ballot.

xiii) Every bonafide student of the College is eligible to contest and cast her votes in the College election.

xiv) A voter list will be notified two days before the date of election and a student whose name is not there in the voter list can't participate in the College election.

xv) Election shall be conducted in such a manner as the Principal deems fit.

xvi) Candidates polling maximum number of votes shall be declared elected to their respective posts and will hold their offices for one academic session only. In case of equality of votes between any two or more candidates, the election of successful candidate shall be decided by lot.

xvii) Recounting is not allowed after the declaration of result. Principals decision is final in this regard.

General Points

a) A student convicted by any Court of Law can't contest the election.

b) A student who does not have 50% of attendance in the class for the current session upto the date of notification of election, can't contest for any post. No relaxation shall be granted by producing medical certificate.

c) If any contesting candidate indulges in violent activities to intimidate any student to vote for her, she should be disqualified and her candidature will be cancelled.

d) The contesting candidates can't display hoardings and posters. A place identified by the College authority shall be used for the purpose.

e) Under no circumstances the budget prepared by the Union and other Associations exceed the amount collected for the purpose. Any balance remained unspent shall be merged into College miscellaneous fund and the student will not have any claim over the amount. It can be utilised by the Principal for the benefit of students and institution in general.

f) Students will be disqualified for contesting if they are indulged in wall writing, disfiguring the College building, fixing posters on walls, destroying College property etc. during the election period.

g) All functions of the Union and other Associations shall be completed 15 days prior to the commencement of CHSE and University Examinations.

Vacancy in Offices

The office bearers of Students' Union and other Associations shall hold offices for one academic

session. However, in any case the office remains vacant, the Principal reserves the right to nominate the students for such offices for one academic session only.

Vote of no confidence

Any office bearer shall be removed from office if she fails to discharge her duty properly. A motion for a vote of no confidence against such a member only be brought forward before the General Body for consideration, provided at least two-third of the members of the Student's Union/Association give in writing to the Principal through their advisor/Vice-President for such a motion. On receipt of such requisition, the genuinity of the signatures shall be verified and after being satisfied, the principal shall call for an extra ordinary meeting of the General Body to be held specifically for that purpose, giving at least seven days notice. Such motion shall be deemed to have been passed if not less than two third members of the total strength of the Union/Association vote in it's favour.

Any office falling vacant shall be filled by holding election if the Principal so desires. Any office falling vacant after December will remain vacant.

Meetings

a) Oath - Taking : After the election the newly elected office bearers shall take "Oath of Office" on a suitable date fixed by the Principal.

b) Ordinary Meeting : Generally the meetings of the Executive Body of the Union and other Associations shall be held as and when required. Such meetings shall be convened by the Secretary in consultation with the President and Adviser in case of Students' Union and in case of other Associations with the Vice-President.

(C) Extra - Ordinary Meeting : An Extra-ordinary /Emergency Meeting of the Union/Other Associations may be convened on the following grounds :

(i) At the Principal's discretion.

(ii) On the written request of one-third of the members stating specific reasons, addressed to the Principal. It must come through the Adviser / Vice-President as the case may be. The Principal after being satisfied may allow to conduct such extra-ordinary meeting. Such extra-ordinary meeting shall be presided over by the Principal or his nominee. No meeting can be convened inside the college campus without the prior approval of the Principal.
